LDast said:You are not writing a letter to POPLA. Use their webform and upload the appeal as a PDF without all the addresses, dear sirs, yours sincerely's and so on. Just the text you need with all the points and highlights and any photos you need embedded.
Drop the "looking forward to an impartial review".
Aside from that, are the points all fine? In terms of photos, is it even worth showing a picture of the parked car? I will attach the copy of the NTK of-course which is dated 108 days after the alleged event. Do I need to attach or even mention the rejected appeal to LDK?0 -
No you don't need to attach the rejected appeal. Please add the bit addressed to ZZPS that I suggested at the end. They handle LDK POPLA appeals. Nasty debt crawler. Tell them not to bother.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I received the following response from popla in my email. When I click on click it wants a password which I do not have and a password reset does not work either. I will ring them. Not sure what evidence LDK have provided, they sent the PCN 3 months late.

Hi - I have managed to get in now. LDK are arguing the following:
- The car park operator is not relying on POFA 2012 to pursue charge (given that it is over 100 days late).
- Registered keeper has implied they are the driver in the original appeal to LDK. This is not true as the original appeal to LDK clearly states as "the keeper of the vehicle". And LDK also contradicts this statement by saying that the appellant confirmed as the Registered Keeper is in breach of the contract formed. They have submitted the original appeal to them as evidence which has no admission of the driver. How bizarre.
- The contravention does not involve an overstay and therefore this is not relevant.
- The registered keeper has submitted an internet template and no actual appeal against the issuing of the charge.
- LDK have also provided high resolution signage pictures on a monitor screen which does not depict the reality at alleged site.
Any suggestions will be highly appreciated.
Thank you in advance.

So comment! Point out to the assessor every point you made in your appeal that has not been rebutted or answered Point out every failure in LDKs operator response pack that is a lie or simply wrong and point out why.
You have 10,000 characters which is plenty. I don't understand why you need other suggestions. Just get on with it.1 -
Also check any photos they include show the date and time stamp relevant to the parking event.1
