    in case anyone finds this thread years later - literally just asked nicely that they revert to the normal payment; 'first offence, first time even in the ULEZ, completely agree with the concept, just didn't realise I was inside it.'

    They've cancelled it completely, although they do note that, having exercised their discretion this time, now they know I know, it probably won't happen again.   Fair enough.

    Just a quick question, is the template appeal still valid? I picked someone up at Heathrow earlier this week and forgot to pay the drop off charge. I have successfully appealed in the past and wondered if the same process applies or whether they have now changed the law? Thanks

    Yes it works every time.

    Of course they haven't changed the law. You can tell from your PCN wording that it isn't saying it holds the keeper liable. The NEWBIES FAQS thread gives you a link to my NTK Pictures thread that explains APCOA never use that law, even for non-Airport sites.
