    The blue badge and driving licence don't enter into the case, nor your date of birth on the documentation, not any other data apart from reasonable redacted ID as the aggrieved keeper of the vehicle due to frustration of contract, unable to comply with the signage due to reasons beyond their control 

    As for the various topics themselves, complain about it to your local elected MP

    Complain to PALS.  Really complain. Insist on cancellation. The fixed time limit is in breach of the Equality Act 2010.

    The parking industry is rotten and the Government declared it to be in 'market failure' last year, due to the enormous scale of multi-million pound consumer harm they are causing with rip-off charges and court claims, ruining people's credit rating with CCJs.

    This is not a fine.

    You don't talk to ex-clampers like this in respectful tones nor explain mitigation.  Honestly, they have no consumer ethic and deserve zero respect. The country would be better off without private firms being allowed to use ANPR to unfairly calculate time parked.

    Civil Enforcement are one of the worst.  Don't appeal to them yet.  WAIT for PALS.

     I received a reply from PALS stating: 
    "Thank you for your e-mail below.  Please can you provide the PCN Number and your car registration and we will forward onto Support Services to try to get this revoked."

    I've gone back with the info they have asked for. My question now is, what happens next? It says on the PCN that I only have until 12/09/24 to pay the reduced rate of £60 or it goes up to £100, which I obviously want to avoid.

    Appealing directly we Civil Enforcement stops it going up to the higher rate while they review the appeal but i'm not sure if that is the best thing to do?

    The first 14 days is irrelevant!

    DO NOT PAY.

    DO NOT CONTACT ANYONE.

    Just wait till closer to the 28 day deadline to appeal and if PALS haven't confirmed cancellation by then, appeal online to the PPC, saying the Hospital have ordered it cancelled so there is no legitimate interest supporting this unfair and discriminatory charge.

    Attach a copy of any proof of disability / blue badge and say the fixed time limit is in breach of the Equality Act 2010 and a reasonable adjustment must be made, which means the PCN must be cancelled.

    It has nothing to do with "honesty". No one is telling you to be dishonest. All you were advised to do was NOT reveal the identity of the driver. The driver is the person liable for the alleged breach of contract. The burden of proof is on the operator to show that the person they are pursuing is the driver. The only way that they can know who the driver was, is if the Keeper (the person who received the NtK) tells them.

    You can thank the education system for the majority of peoples lack of basic knowledge of the legal system. Considering the devastating impact it can have on peoples finances if they get it wrong, especially out of ignorance too, are you not surprised that the majority of people have no idea how a "CCJ" works.

  • I've not received a confirmation letter from the parking company yet to confirm the PCN has been cancelled. I only have the email from PALS which they advised they had sent the request to the parking company for it to be revoked.

    Today is the last day I can use the PCN company's 'appeal' system, and they are sending me stupid text messages stating 'Due to your delinquency(!?), today is the last day for you to pay your parking notice, if you do not pay you may incur higher fees'.
    Am I best to ignore them, do nothing and wait and for the cancellation letter to hopefully arrive, or use their 'appeals' process on their website given it's the last day I can do so?

    Stick an appeal in using the template, adding a line stating that PALS have requested a cancellation from the parking company
