MINSTER BAYWATCH - Biggleswade A1 Retail park

Morning, just got back from a holiday to be presented with a formal letter from the above Company 😡 I went shopping before our holiday, to replenish the holiday wardrobe plus other requirements and to enjoy the End of Season Sales, also met for lunch with old friends in M&S. Had a leisurely shop as I'm retired now and don't need to rush anymore...so I thought!
I have shopped there for 9 years and have never been hit with a £100 fine for shopping and in a bid to keep our shops open by using them.
It's ironic the Act this company uses is under "The Protection Of Freedoms Act" - it's not really is it Minster, we not free!
I had lunch with friends in M&S then went shopping between 12:19:58 - 17:10:40 and spent good money which our retailers need to keep them going. I have never in all those years seen any signage stating there is a time limit and (I have exceeded that time too) why would you - I feel customers are being sold out by the retailers now because they have actually agreed on this Company to do their awful deed of fining shoppers who are trying to help them, I call it a "slap in the face" why £100 it's extremely excessive. Companies like these should stop lining their pockets and making life so miserable for people. Note To all shops in retail parks YOU SHOULD PLAY YOUR PART AND INFORM SHOPPERS THIS IS A SHORT STAY PARKING FACILITY, AS YOU HAVE SIGNED UP FOR THIS DEAL, ITS THE RIGHT THING TO DO 🤔 - there must be 20 + outlets at A1 all or most have two floors, how do you expect a shopper to cover all these in a couple or so hours - it's supposed to be a happy experience, looking and finding new ideas during that time, you have to take into consideration, queuing for food, queuing for food shopping, queuing for purchases of clothing, trying clothes on and queuing for toilet facilities! Years ago there was a saying " shop till you drop" it's not true now is it!
I would love to hear from anyone who has the answer or experienced the same and what is the best way to tackle this situation please,?

Welcome to the world of scammers and rip-off merchants. Please have a read of the Newbies/FAQ thread to get a better understanding of how to deal with this PCN.
You st make a complaint to the managing agent of the land where this car park/retail outlet is. If there a re lot of shops, there is usually an advertising plinth with all the retail outlet names on it. At the bottom of this plinth is usually the name of the managing agent.
Bu the way, Whilst you have received an invoice (not a "fine") from Minster Baywatch, do any of the signs with the terms and conditions at the location have a different name on them?

You won't be paying though. I'm also retired and like to shop.
The regulars on this forum share your disgust of these firms, but nobody pays.
Just go and ask in each retailer for the manager and take a few COPIES of the PCN because you won't be handing over the original.
Get them to cancel it. Or ask them who can.
The property agents who run the retail park can cancel PCNs too. Their name is at the entrance. Or online. Email a complaint to them about their ANPR ex-clamper agents.
Did I make it clear: do not pay...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
