UKPC asking for drivers details upon appeal. (City Gateway Car Park - Southampton)

@LDast - It does state exactly which one.

It is the City Gateway carpark, with postcode SO16 2JA. 

The info is here (https://www.southampton.ac.uk/transport/parking/halls-of-residence-parking-permits.page#:~:text=City Gateway and Mayflower Halls,of Southampton hall of residence.), with an email contact of parking@soton.ac.uk.

Reading through the info now, and will confirm it is theirs tomorrow.

EDIT: to be clear, it states that "there are public car parks nearby" in the link, so still not clear if they still own it or not.

Small update:

It is not the UoS, confirmed by them. Neither is it Lloyds Pharmacy or Stoneham Surgery.

I have obtained the Title Register for the land from the .gov website and oddly it states that the land is owned by CHESHIRE WEST AND CHESTER BOROUGH COUNCIL. I have tried contacting them to which they have provided an email to the property department, so will have to await a response. Will do a bit more research in the meantime.
