I don't think you could make a sensible argument that because the clock is wrong, that the speed detecting radar is wrong, and by a margin of error that'd bring it under the speed limit (70, I hope). They will be 2 completely different mechanisms and the camera should have recorded 2 images which can be manually verified.

Is August the date of the notice, but the offence was in March.I think they have quite an amount of time to decide to take matters forwards, so 6 months is within that.1

At the moment you can forget the photo. The police have no obligation to provide it.
You are being asked to provide the details of the person driving at the date and time and at the place mentioned on the written request. Nothing else matters.
You need to respond to hat request within the 28 days allowed or you will commit an offence which, on conviction, carries six points and an insurance crippling endorsement (MS90).0 -
Post over on FTLA as suggested, but if the date of the offence is actually 1st of March (and somehow the NIP has been delayed- possibly as the car is on a lease and you aren't the keeper on the V5) , then they cannot prosecute the speeding as it is too late for that, but they can (and likely will) prosecute not responding to the NIP within the 28 days.
I want to go back to The Olden Days, when every single thing that I can think of was better.....

You're over-thinking this at the moment.
The document you posted seems to be an "exhibit notice" and the 21st August seems to be the date that was produced. What date does the "Section 172" request for driver's details ask you about and was your car at that location at that time?

The date on the picture, as others have said, is irrelevant.
If you plead not guilty at court, the operator will be called as a witness. Chances are, they noted the discrepancy in the clock at the start of their session, and would make a note of this in their witness statement. Your entire defence would then collapse.
Regardless, you are required to name the driver, otherwise you can get convicted for Failure to Furnish1
