Bristol Clean Air Zone PCN

Morning All,
Back in June I drove to Bristol airport early hours of the morning, unaware of the ULEZ requirements (it's incredibly annoying that to get to the airport you enter the zone for about 20 seconds before you leave it again - but that's another rant).
Anyway, I noticed the signs and intended to sort it all out as soon as we returned (in 7 days). We returned on the 7th day, and as soon as I got home I looked up the payment site and proceeded to pay. To my suprise, I could pay for the return journey but not for the initial journey into Bristol, because I had passed the time limit allowed... the page advises you to visit the TFL (Transport for London) website.... I did that but there's nothing much there except useless (to me) information about London transport - nothing about Bristol, nothing about how to contact Bristol regarding this issue. I've taken screenshots evidencing all of this.
Due to the fact I was unable to pay, I tried to make contact which is near impossible (all they want to tell you is how to pay using automated systems) - so I decided to simply make an appeal against it. (I say me - the PCN is addressed to my wife - but it was me that was driving) - I explained basically the same thing above.... The signs on the roadside don't provide any warning of how long you have to pay, I personally think 7 days would be the minimum I would expect to allow a charge to be paid.....
After making the complaint i actually discovered that the rules are 6 days - but I obviously wasn't aware of this.....
About 2 months after making the appeal - we received a broken up water-damaged unreadable letter in the post, I was able to identify the Bristol logo and presumed it was related to the PCN. I once again tried to find contact details but again no luck; so I utilised the contact form on their website to advise them I had a water-damaged letter and asked for information on what this letter said.... After sending this i had a confirmation mail from Bristol saying they have received it. (had the same after lodging the appeal)
They have now sent a letter to my wife saying you've lost your right to appeal as there is no correspondence - you now owe ~£130, and this will go up if you dont pay.
I've again gone back to them (this time in my wifes name rather than mine) to say there has been correspondence regarding this PCN - and to stop acting in a thug-like manner and respond to the correspondence and the appeal we have sent (we have evidence of the appeal, and evidence of us informing them we have a water-damaged letter that we cant read).
As far as i'm concerned they are taking the P.... I don't intend to pay the £130. If they at least responded to the appeal I'd decide what to do from there - but right now they wont even acknowledge the correspondence despite me having evidence from Bristol that they have it. Madness!
Am I right in thinking they need to sort their act out? - any opinions or thoughts on what to do?

I just paid it. I did complain via email, but wrong department. I would think hundreds/thousands will have complained already.
