How to contact Talk Talk by phone / chat

I've been transferred from Shell energy broadband following their takeover by Octopus and for reasons outside my control Talktalk have adjusted my payment date and amount but failed to take any money from me this month. I've now received an email saying I have to pay the money due - fair enough - but that because they have failed to receive the money I have to pay £12.50 admin fee next month. As none of this is my fault and obviously something to do with the transfer of my DD from Shell/Octopus to TT I do not see why I should pay the £12.50 and the same thing could happen again. How do you talk to anyone about this? I tried the number on the email and it's just an automated line for payments. I tried to chat via their app as also suggested an dit says 'sorry service isn't available'
