Posting thread doesn't bring up the editor correctly.

Sometimes I get this (no editing toolbar).
And sometimes I get this (with the editing toolbar).
I mostly get the 1st and if I'm quoting a text to reply to I get HTML markup instead of WYSYWYG.
If I type into the 1st I get unformatted text.
I'm running Firefox on Linux.
