Didn't receive notice to keeper

Hello,

I have received a final notice for a PCN charge, greater anglia. Because it is final notice, I cant appeal it. I dont see anywhere on the website to appeal, or on the letter. I never was given the chance to appeal it, what should i do? 

I recently beat a PCN because they didnt issue in 14 days, POFA etc... I suspect they done this on purpose so I cant appeal and now forced to pay the charge.

    Nobody is forced to do anything 

    Is it a Parking Charge Notice PCN or a Penalty Notice ( PN. )

    I assume that its from NCP. ( Unless the TOC issued it. ?  )

    As its railway land, POFA doesn't apply anyway, so no keeper liability

    It is a PCN from Greater Anglia. I used POFA in my last appeal which was accepted. They had not issued within 14 days. 

    How can I appeal this? It doesn't make sense

    It is a Parking Charge Notice from NCP in Greater Anglia land.

    Use a bespoke appeal as seen in other GAA NCP threads within the last 12 months, or preferably this year, based on no keeper liability on railway land

    Im struggling to find a bespoke appeal? I assume I shouldnt just ignore this?

    You won't find any clued up regular poster on here telling anyone to ignore a PCN from a private parking company 

    I used the search box and the words NCP GAA APPEAL and found this thread within 2 minutes

    I had a read through this, but its not the same issue I am having. I know what I need to say in the appeal, but there is no option to appeal it because it has gone over the time frame as it's now the 'final reminder'. I don't know how to start the appeal / representation procedure?
