Didn't receive notice to keeper

    Post redacted pictures of both sides of the PCN, so we can have a look to see why it cannot be appealed 

    Its always the bespoke appeal, in railway cases, I told you how to find the previous ones because you complained that you could not find the bespoke appeals threads ( why ask if you know what to say. ?  )

    You definitely do not appeal about the circumstances on the day, just no keeper liability , so whether you can appeal or not doesn't change the fact that there is no keeper liability 

    Ps, it didn't come from Greater Anglia, its from NCP 

    The NCP website has a GAA section for appealing online using the GA box which takes you to the bespoke appeal page, gaparking , plus the back of the NCP GAA PCN should give appeal details

    I have been on the NCP website, entered the number and it shows the PCN on there. But there is no option to appeal it. 

    The PCN says on the back side for complaints, 'You must use the process described above' - but it is not described anywhere

    You redacted some of the dates on the PCN so we cannot check if the allowed appeal deadline has expired, which they say has already happened. That is why you are unable to appeal it 

    You should complain about it all as keeper using the complaints link listed on the right hand side of the BPA AOS members list, adding the bespoke non POFA template appeal to the complaint . Definitely complain about the no NTK aspect !

    I am wondering if they placed a windscreen NTD PCN on the vehicle and this is a follow up letter 

    No blabbing about who was driving

    Ok so lodge a complaint using NCP's complaints procedure and tell them you will report them to the BPA.

    All BPA AOS members' complaints procedure pages are linked in the BPA list of operators.

    I assume you checked/know that the address on your V5C is up to date?  No chance that the PCN went to an old address then NCP did a trace?

    How long ago was the parking event?

    How long ago was the parking event?
    The parking was back in April, so way past their 14 days to transfer liability to keeper. Although with it being railway land, I don't think this applies anyway. 

    The address is up to date as I only just beat a similar PCN in the same place only last month. However the first one I had the chance to appeal. 

    I have contacted and complained to NCP and BPA separately - hopefully I can get this closed out

    It does just seem they've purposely not sent me the notice so I cant appeal with the same reason (no keeper liability)

    I went into a web chat with NCP and explained, they have now reverted the status of the PCN so that I may now appeal - I think all will be OK now

    Bear in mind that the 14 days statement does not apply with railway land cases, so forget that timeline aspect, the keeper is not liable, end of story, no keeper liability regardless of the timescales 

    They are allowed 6 months to get the registered keeper details and one month to get the PCN to the keeper

    Make sure you don't imply who was driving. Use the bespoke appeal for these cases.
