LCS & Scottish Power

I was hoping someone could help me here please because last week I recieved a letter from LCS suggesting I owed a considerable amount of money from Scottish Power (We're talking 5k+) dated from MM/DD/YYYY  to MM/DD/YYYY (Span of 5 years aparently)

The letter suggests "you may be responsible for the balance for a number of reasons for example"
- You were/are the legal owner of the property
- You were/are the letting agency responsible ofr the management of the proeprty
- you were/are the tenant occupying the property during the supply period
- you switched utility suppliers during this time.

We previously encountered an issue where Scottish Power was charging us for a different house down the road, and the meters were all mixed up. However, that was resolved, and the account was closed.

I then contacted Scottish Power, referencing that letter, and they confirmed that we don't owe any debt to them. Following advice from similar situations, I sent the prove-it letter to LCS.


Dear LCS,

I am writing in response to a letter from you dated DD/MM/YYYY, reference number {redcated}. A copy is attached.

I have no knowledge of any such debt being owed to Scottish Power. If you do not stop collection activity whilst investigating my dispute, you are breaking FCA rules and guidance.

Also, ignoring claims that debts have been settled or are disputed and continuing to make unjustified demands for payment is harassment.

Please provide evidence of my liability for the alleged debt or send me written confirmation that this matter is now closed. I look forward to hearing from you.

They then responded back this morning with the following:

Thank you for your email.

I can confirm the period we hold is an unregistered period between MM/DD/YYYY to MM/DD/YYYY. As we have been advised that you have been occupying the property since MM/DD/YYYY, we would like to discuss an affordable payment plan with you.

For us to ensure the payment plan is set at the appropriate level for your personal circumstances, can you please help us by answering the following questions?

Are you currently working? If no, do you have a source of income?

Are you up to date with your priority bills such as rent / mortgage / council tax?

Do you have any other arrears outstanding?

Do you want to seek independent financial advice?

How much can you afford to pay us weekly/Monthly/fortnightly/4 weekly?

How will you be funding the payments? Will this be through wages, or another source of income?

What date will you make the payments?

What method will you be using to make these payments each month? We do not currently offer Direct Debit as a method of payment; however, a full list of our payment methods can be found below.
This ongoing harassment is extremely stressful and unacceptable, especially when SP have already confirmed that I do not owe any debt. 

I was wondering if anyone could kindly point me in the right direction on how to deal with this?
