Three - Go Roam Around the World?

Have googled but is it really true that Three Go Roam Around the World doesn't include Europe?

DD1 and fam have this on their business contract

Its a bit odd isnt it, you would assume that the World one would include Europe and that World Extra would incluide both Europe and World, but this page doesnt suggest this is the case and treats them as three totally seperate packages

The last question in the FAQ there perhaps suggests they are three seperate packages though that wont include one another.
