Is this a genuine bargain or is it a risky deal ?
Is Wowcher going to sell illegal software ?

Upon purchase you'd probably be sent a product key. Once you've downloaded and installed Office (directly from Microsoft) this product key should be able to activate the license. This license could be revoked at any time by Microsoft since it's unlikely to have come from official channels.
You'll be taking a risk. Is it worth it? Who knows!
I've been happily running a £10 version of Windows 10 obtained from a product key selling site for years (that has since been upgraded to W11 fine)0 -
Should be legit. It's only pocket change if this don't work out.0

It's very likely to be a dodgy key. They can and do get revoked when Microsoft realise, so it's just a question of whether you're happy with that.1

Wowcher are not renowned for being legit and refuse refunds when the merchant rejects your purchase0

If just buying a key then I wouldn't be paying £24 for it.

They are reselling volume licenses which is against the terms of the license agreement. The company 'rose from the ashes' of a similar company that went under.
As @jim1999 says, buying this offer is a risk of having the license revoked.1 -
Wherever you source your keys from, just make sure that you only ever download and install software directly from Microsoft. My experience with cheap key resellers is that they often try and get you to download and install their version of the software, which has been modified to accept their key. Unless you have the technical expertise to go through the code and see what they have modified, then you're just taking their word that it's safe to use.2

Office Pro Plus is the version provided for enterprises with volume licensing requirements.
The key will no doubt work at first, but it is possible that Megacorp Inc or whoever owns the license will at some point identify that it's not running on one of their machines and ask Microsoft to deactivate it.
