It also depends what you're after, if you sending email saying "Bob stole cookies from a kitchen jar" then I doubt anyone would bother searching for IP address and trying to locate you.
Anything you tell HR has to be treated anonymously if you ask for it, unless obviously you also commited a major offence.
And regarding email, if you sent email saying "Bob stole cookies" then it may be ignored as there aren't any proofs, they can keep an eye on Bob for a while.. but honest chat with HR would work much better as it would reveal any other problems among staff and act properly - anonymous email can divert problems to another innocent person and cause more problems at work.
