Ground Level next to Garage - Foundation Frost Protection?

At the boundary between my house and my neighbour, our old neighbour dug away some of the ground and put slabs and artificial grass down to store his wheelie bins. We later found out it was actually our ground he was using and had dug away.

My concern is that the ground that has been dug away will expose my garage wall foundation to possible frost damage.
As you can see from the photos the base of the garage wall has a Fyfestone base course, but you can now see the concrete block work below that, which I assume was originally below ground level.
Around the rest of the garage and house you can only see the Fyfestone base course.

I am now considering reinstating the ground level back to what it was. Although I’m not sure how that can be done. Hopefully a landscaper could advise and do the work for me.

Any advice would be much appreciated.

    leave it as it is, Frost is not going to damage that, dense concrete blocks are intended for both above and below DPC

    Get yourself a long metal skewer, and poke it in to the ground close to the wall. the foundation should be a minimum of ~150mm below the surface. Even if it isn't you are unlikely to suffer from frost damage.
