    Para 9 of POFA doesn't apply here. It was a case with a windscreen PCN.  But POFA doesn't apply at all because this is a BHCC site.

    Also, POPLA never applied here.  OPS are no longer in the BPA AOS so the OP could not have used PoPLA

    The thread suggests that this is a recent NTK following a windscreen PCN so (if I'm right with that) the OP is at appeal stage.

    On page 1 of this thread I've already said how the OP should appeal, and should try IAS as well for the LOLs, citing the BPA CoP that I think applied on the date of parking.

    It makes no sense that the OP cannot log in (to the OPS website) and see the photo of the sign.   I've logged into OPS' website umpteen times and you can always view pictures.  Even a year later.

    Try logging in as if to pay. You must be able to see the photos.

    What was the date of parking?

    What is the date of issue on that NTK?
    Hi, thank you. The date of the parking was 24 May 24. The letter is dated 26 June 24.

    I did try logging on as if to pay and again as if to appeal but the OPS website does not recognise the reference. 
    Is this still the case now?  Can you not even view their photos?

    Want to join with me to make a formal complaint to BHCC and the DVLA?

    Back in December? According to my calendar, it still is December.

    I'm told that BHCC have also recently inflicted OPS issuing fake PCNs at £100 a pop (for OPS' own profit, not the Council's) on some of Brighton & Hove seafront.

    And (according to the sign) the regime claims to run using ANPR, which as we know, is banned for Council parking enforcement at off-street areas they own (except Housing land, and half the places on the list on your link - such as a Crematorium - are NOT housing land, and nor is the Seafront, nor is Patcham High School & Community Centre).

    Picking up on this, we've been issued with a parking charge, parking in the same place as you. Did you manage to appeal and get off the charge or did you have to pay it, in the end?
