The thread suggests that this is a recent NTK following a windscreen PCN so (if I'm right with that) the OP is at appeal stage.
On page 1 of this thread I've already said how the OP should appeal, and should try IAS as well for the LOLs, citing the BPA CoP that I think applied on the date of parking.
It makes no sense that the OP cannot log in (to the OPS website) and see the photo of the sign. I've logged into OPS' website umpteen times and you can always view pictures. Even a year later.
Try logging in as if to pay. You must be able to see the photos.
What was the date of parking?

If the land is under statutory control, then PoFA does not apply. However, even if it was relevant land, the NtK fails PoFA 8(2)(f).0

I did try logging on as if to pay and again as if to appeal but the OPS website does not recognise the reference.

Can you go on foot and get some pics of the OPS signs (close up) and images or a video of how badly delineated the Community Centre area & spaces are from the school?
I was already planning on a formal complaint to the DVLA about the OPS / BHCC contract which treats all sorts of sites as if they were private land when they are not. On the day I visited to take the photographs I took the same approach to entering the site as the day in question. The OPS signage at the entrance to the site faces down the road and is not visible from the direction I entered. The signage also shows that I was entering Patcham high school. The gates further down the road were not closed on the day of the PCN. I can tell you there was zero signage regarding the parking beyond the gate. I know because I walked down and checked. As I came back from the school parking (beyond the gate) there was no signage facing in this direction to warn of a change in the parking restrictions and on facing the parking spaces zero signage, just overgrown foliage. The was a great big Patcham School sign, however, so to my mind I was still on the school site. Of course now I can see the poxy OPS black and white signage on the building and along the fence. It still is not, to my mind at least, obvious.0
