If it's part of the building, it's potentially in scope of your Buildings insurance. If it isn't part, it's potentially in scope of your Contents insurance.
Complications might arise with leasehold flats where the freeholder is responsible for Buildings insurance but the leaseholder (and tenant, if let) are responsible for Contents insurance.

Isn't that entirely the point of PIS?
The idea of a 'levy' on sales to fund an industry insurance scheme is fanciful - no insurer would take on unlimited liability for people dangling kilos of kit off their 12th floor balcony on a couple of bent coathangers.

I can't see any way that true PIS will be for sale from 1st July which I believe was the original date that was being talked about.

I would expect that the Public Liability section of my home insurance would cover damage by flying solar panels.They are not on the exclusion list. Trampolines and paddling pools aren't excluded either.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.1 -
