Locked hubs

I believe that all mobile phones are now unlocked. Is that also true of 5G hubs? I'm looking to buy a ZTE MC888but I'm not in a THREE 5G area, so I'd want to use EE or Vodafone (or one of the others that use their networks).
Some ZTE MC888 are advertised as 'unlocked'. But aren't they all unlocked?

It does look like they are unlocked. I bought a Zyxel 5G modem which is branded Three but was unlocked. I did have to change the APN for the other networks so don't forget to do that.
This website is pretty good for 5g modems, and if you look at this link you will see that quite a few people have bought three branded ones and they were unlocked. I couldn't find any thread where someone found a locked one.
