Civil Enforement, missed appeal deadline - confirming next steps

Hello.
I received the attached for parking at a Londis - 103 Heath Road Coxheath ME17 4EH: payment not made in accordance with terms displayed on signage/permit holders only. I have been abroad on business July 10, day before NTK was issued, and returned Aug 15 late. So have just opened the post.
There is no date on the 2nd Reminder before further action - and logging in online to appeal amount has now increased to £140. Online appeal option is still open.
Just confirming:
1. Complain to Londis/landowner if possible, or is it too late?
2. Blue sticky appeal first - even if out of deadline
This appears to be POFA compliant NTK is that correct, based on the images thread - have read a couple of different threads?
4. Go take pics on signage - I don't believe there is any option to pay not is it permit? Will check signs.
Have I missed anything? or should I take different action.

Update and looking for support on next steps: update. Reading New is 4th stickie.
Shop declined to do anything re fine - small car park with residential flats and Londis shop.
Appealed per stickie - see response below attached.I received a Debt Collectors note yesterday.I had emailed Civil Enforcement for Popla Code and it was the letter yesterday that made me realize they hadn’t responded. Found the email to request in my drafts. Ugh.What would be the next steps given it is now with debt collection?Have photos of carpark.

You've left your vehicle's registration mark and PCN number clearly visible in second of those photos.

Please don't ask for next steps when you are at post 4 of the NEWBIES thread which makes that tedious stage very clear.

@Gr1pr - should I state reason in letter for disputing - essentially having used the carpark almost weekly for 3 years to the point of receiving the first notice, and never noticed signage stating it was time restricted and required payment after 40 minuntes in the car park. Or just leave letter as templated? Thanks!0
