So both are non POFA, both are for 12 minutes on site, hence why UKPC issued them, probably drop offs or pickups I assume. ? Loading or unloading ?
If course you can and should appeal, to UKPC, as keeper, with the blue text template and add a line stating that the PCN is not compliant with POFA so there is no keeper liability ( nobody said anything about not appealing them. )
Appeal each one separately, to UKPC, online, as keeper

Hi guys, after submitting the appeal I've had two different responses in the post. Just looking for some advice due to them being different responses.

Quite straightforward.
The first response is asking for drivers details within seven days.
You didn't supply that so the second letter tells you your appeal is rejected.
As it says... next stage is PoPLA. It's back to the NEWBIES thread - this time the third post.2 -
These are two separate appeals. For the first response - do I need to confirm the full name and address of the driver? If I do and it is not the keeper, does this mean this appeal will be successful? Unsure on what to do and don't want to give the wrong or unnecessary info!0

The appeal quite likely won't be 'successful' at this stage but who cares? You wait for a POPLA code to win.
You apparently have TWO NON-POFA NTKs. Why would the keeper throw away the win by naming the only person who could be held liable?
