One Water Supply, Two Separate Bills

We reside in Wales. 
Backstory- we bought a property which was registered as a mixed use property as it consists of a house and a flat.
There is only one water supply for both properties. 
(There is only us as a single family living across the two of them 2 adults 2 kids, and knocked the flat and the house together and currently working with the council to get the properties registered as one)

The problem lies where even though we are being supplied once we are being billed for the house and the flat.
I have spoken to neighbours and they agree with me that if there's only one water supply and one sewage outlet (which there is) that we should only be billed once.
After speaking to the water company and they have confirmed that there is only one supply but as the two properties are registered separately with the council that they have to receive two separate bills.
I asked them for the sake of asking that if a block of flats had one water supply how would that be delt with if that only had one water supply, and the answer was that each flat would receive a separate water bill.

I'm thinking of contacting the CCW but just wanted other people's opinions on the situation.

    Each flat would be a separate dwelling with the council, the same as a house converted to a block of flats, or vice versa. Your solution is to have the building converted back to a single dwelling.
