I have recently changed my vehicle, I now have a Vivaro van, one with 3 seats in the front.
After reading what each vehicle type had to pay for, I saw that vans were not listed. I assume that it would be £7, but it doesn't say.
Private cars are free, some people have more than one car, but private vans?
I don't mind paying, it's just a tax, but not £120
I received a PCN in the post, I did attempt to pay after I traveled, but I couldn't figure it out. I couldn't register my vehicle, although it was listed.
I now have a £120 PCN instead of a £9-£50 PCN, I have always thought these increases were unfair, no doubt the letter was generated by a computer, so why increase the fine from £9 to £120?

If the penalty for not paying £9 was to pay £9 nobody would pay the £9 in the hope that they'd get away with it.
Making it £120 (£60 if you pay within 14 days) tends to get people's attention.1 -

It was Bradford, but registering is via DVLA, so all the info is from DVLA.

Did you check the links that are in the page. As simply saying Vans are not listed is not very good. Given they do not even mention cars...Life in the slow lane1 -

You don't get sent a bill, you proactively pay if you are going to enter. You can pay from 6 days before up to 7 days after. If you fail to pay that then you will get a bill sent to you in the form of a penalty charge which as you have seen is significantly more.
If you expected to pay, they you should have proactively paid as per the website. You filed to do so and as such have been fined for not doing so.
All clean air zone schemes work this way.
7 days is more than enough time to pay, why would you expect it to be more?1
