Why do some people think *gratuities* should always be paid?

But that's down to the employer (and the government who set the NMW).
It shouldn't be down to a customer who expects to pay £xx.xx for a dish in a restaurant, not £xx.xx + x%.
I agree that what happens in UAE or elsewhere is irrelevant.
