What network is best for pay as you go with lowest monthly top up to keep active?
Only need as second number for using online for registering so don't need to provide actual number.

True PAYG doesn't need a monthly top-up to stay active, just some chargeable use.

Lowest minimum top-up I can think of is Asda mobile or Lebara (£5), most others tend to be a tenner.

you can for example choose an EE pay monthly sim and turn off the bundles so you basically pay per call and text

it does not expire although you do have to send a text as a chargeable event every few months I believe it is six months but check.

I have had an old dumb phone for 10+ years to use for sites that demand a mobile number (eg one off shopping).  It is PAYG on ASDA & to keep the number active requires me to make a chargeable call or text every 6 months & to top up the minimum £5 every 6 months.  I rarely make calls so once a year I do a text donation to a charity that I support to reduce the balance.  That of course takes care of one of the required chargeable calls.

For true PAYG minimum topup amount tends to depend on the parent network I've found, but depends on the provider for chargeable use requirements.

Topup wise, as a rule of thumb (I'm sure there's probably an exception or two somewhere):

Anything that runs on O2 (O2, Tesco, giffgaff etc.) - £10 minimum topup

Anything that runs on Vodafone (VF, Lebara, Asda etc.) - £5 minimum topup

Anything that runs on EE (EE, RWG etc.) - £5 minimum topup

Anything that runs on Three (Three, iD etc.) - £5-10 minimum topup depending on topup method.

RWG allow you to buy a SIM with £1 credit on for £1.
Could then lasy years if you make one chargeable event (call/text) every 90 days.
Top ups after this are £5 as as when needed.

Don't you need to do both make call/text and top up every.90 days?
