united utilities sending bill which do not belong to me

Hope someone could help i received a water united utilities bill in my name to my parent address which has the water supply address on the bill. This address i have never stayed or lived there. I have always been at my parent address. Supply address always had tenant. The water bill was in the name of the tenant until the December 2022 to December 2023 the tenant decided to contact united utilities and told them my name and without my knowledge the bill was issues with my name to the supply address and not bill was paid to united utilities. Somehow the bill arrived at my parent address in June 2024 demanding money for the bill which dose not belong to me. I contacted united utilities this bill is not mine and should be sent back to the Supply address with the correct name of the person living there. united utilities asking for evidence that at the supply address i was not living there but how can i provide this. There don't take tenant  agreement as proof of not living there.  Also i reported this matter to action fraud and i provided the crime number united utilities is not bothered. Also i rang them there asked for my mobile number to contact me back now there have added my mobile number on this water account and texts are coming for outstanding balance to pay or will be pass to debt collector. 

i received a letter form a debt collector name advantis. I contacted them over the phone to inform them this is incorrect bill and wrong details has been past on. Advantis. Will not talk to me until d.o.b is provided  so i gave them wrong  d.o.b there told me this does not matched. I do not like to provide my d.o.b i feel its not safe. as i provided the ref num on the letter name and address but without d.o.b there would not talk further.

Also how would 
advantis have my d.o.b if united utilities dont have this information.

    What did the tenancy agreement state with regards to the water rates ?

    All bills need to be paid by the tenant. electric and gas bill was paid my the tenant as this was the top up service. water bill the tenant paid as this was in there name only from 2022 to 2023 there must have rang united utilities to change name to mine this is fraud and united utilities don't ask for proof when changing name

    Just to be absolutely clear - are you saying that you have no association with this property whatsoever, or do you own it and rent it out  (you seem to know quite a bit about the tenant) ?

    Yes it’s out on rent and the tenant is living there inside

    Is the same tenant still in the property?  Presumably you've got signed copies of the tenacy agreement with their name on it.

    Just wondering whether using records of the electoral roll could help 'prove/disprove', or at least give a strong indication of, who was living in your tenanted property and your parent's property.

    yes tenancy agreement is in place but united utilities does not approve this as someone living there. i ask told them that there can check on the electoral roll but there not willing to do this. How can i get this information form electoral roll and pass this on to united utilities any advice please
