Not given the option to appeal to POPLA for NtH

I received a NtH from CUP Enforcement which was dated 24/06/2024 for a contravention dated 13/12/2023
I then received another letter on 09/07/2024 (dated 08/07) titled Parking Charge Final Demand. On the same day I received this letter, I made an appeal on their website and received confirmation.
On 26 July I received an email rejecting my appeal. I was also not given an option or verification code to appeal to POPLA.
After not receiving a verification code, I read the later dated 08/07 and on the last paragraph it read (which I missed):
What could be the reason that POPLA is unavailable?

"Please be advised that the independent appeal service, POPLA, is no longer available and that payment of this notice will close the case on our records and also close our formal appeals process. Correspondence received after a case is closed may not be replied to."
What could be the reason that POPLA is unavailable?

Complain about this to CUP using the CUP complaints link on the BPA website, because we don't know the answer based on the information above, unless it asks you to name the driver. ?
This is why you should be posting redacted pictures , so we can see what arrived, not a couple of lines of narrative ( more exhibits, less narrative. )

What was the reason given in their response, rejecting your appeal. Have they said you cannot appeal or have they said your appeal was rejected. Two different things.2

So, you need to complain to CUP and inform the that if they do not issue a POPLA code, you will report them to the BPA.

Do you think they're going to send you a POPLA code if you simply wait? The POPLA code should have been issued together with their appeal rejection. It is not optional for them.3
