Not given the option to appeal to POPLA for NtH

I received a NtH from CUP Enforcement which was dated 24/06/2024 for a contravention dated 13/12/2023

I then received another letter on 09/07/2024 (dated 08/07) titled Parking Charge Final Demand. On the same day I received this letter, I made an appeal on their website and received confirmation.

On 26 July I received an email rejecting my appeal. I was also not given an option or verification code to appeal to POPLA.

After not receiving a verification code, I read the later dated 08/07 and on the last paragraph it read (which I missed):

"Please be advised that the independent appeal service, POPLA, is no longer available and that payment of this notice will close the case on our records and also close our formal appeals process. Correspondence received after a case is closed may not be replied to."

What could be the reason that POPLA is unavailable?
