Mobile Phone tarriff whilst Working on a European Cruise Liner

My son is going to work on a Cruise Liner for 9 months, some days it will be in the EU some days in non-EU Countries like Turkey, Montenegro and Albania. What's the best mobile contract for him to have when at a different port daily with unlimited calls texts and data?

would he be allowed to connect to the ship's wifi for free? if so he might not need unlimited anything1

Most cruise passengers follow the crew at ports as they know where the free wi fi is so I suspect they aren’t able to access onboard for free0
