Thanks for all the replies. I checked the bottom part of the pipe is encased in concrete. I think I'll be inclined just to sand and repaint it.

If it discharged into a gulley the job would be fairly straightforward, but if (as in this case) the pipe goes into the ground then the job is more involved - either breaking out the concrete to release the CI pipe, or cutting the CI pipe cleanly and using an adaptor to plastic.The plastic replacement option also carries a risk of increased costs and additional work if removal of the old CI pipe damages the walls. Removal of CI pipes often results in damage to render and similar finishes. Someone doing the job for buttons won't be spending a lot of time carefully removing the old pipe to avoid damage. Repairing a pebbledash finish properly (so the repair blends in) isn't a common skill these days, and someone paid buttons to put up cheap plastic is less likely to have the skills to do a proper repair to the pebbledash (if necessary).So replacing with plastic could be less work and cheaper, but with the unknown risk of the job becoming bigger and more expensive. Repainting the pipe involves more work to start with, but with minimal risk of encountering problems and additional expense.2
