Sound very much like a slightly different version of the "An African princess has died, if we can pay the money into your account we'll let you keep $50 million of it".

The OP, who is in France has been forwarded a  link to MSE by "John" and wants MSE to help him get his money when he comes to London.

I reckon a scam which has been sent automatically to  a link with no idea that it has not been sent to a person.

Where's the scam?  Either Santander still has it as a dormant account or they don't.

If it's fake then... what?  Someone wastes a few minutes emailing Santander?
