PCM rejected my PCN appeals


Context:
I'm renting, I had just moved in just under 2 weeks before the first PCN.
Have a fob for a residents parking with an allocated numbered space.
Parking is managed by PCM.
PCNs are from an IPC operator and windscreen PCNs.
My car is a lease, I am not the main driver on the lease. A family member is.
So far received 3 PCNs, they are for not displaying a permit (Didn't know about one)
My contract with my landlord does not mention a permit and the rental agency didn't mention one either.
To add I now have a permit - my landlord contacted them to order one and they told the landlord I needed to appeal.
Receives two PCNs on my window about 5 minutes apart labelled as two residential places (its two flats next to eachother that presumably share a car park?) whilst parked in my allocated spot which is a gated residents parking
Received another windscreen PCN, this time just one residential location not two separate ones.
They accepted one appeal, which was for the wrong car park? They rejected the other two with this response by post:
Thank you for your recent correspondence regarding the above cited Parking Charge Notice (PCN).
Unfortunately, we are not able to process your appeal as you appear to be a third-party making representation on behalf of the driver. For the avoidance of doubt, the term 'driver' is used to mean the individual who parked the vehicle in the position in which the PCN was issued.
This conclusion may have been reached for a number of different reasons. For example:
You explicitly stated that you are appealing on behalf of the driver
- You have referred solely to "the driver" without clarity on whether this is yourself
- You have only referred to "we" and as such, it is unclear whether you, as the individual submitting the appeal, were the driver
- You have stated that you are the registered keeper and are not prepared to disclose who was driving, but the DVLA data we hold does not corroborate this
- It is otherwise unclear what your relationship to the vehicle is In order for us to process the appeal, you have a number of options:
- If you were the driver of the vehicle, please submit another appeal on www.paymypcn-uk.co.uk
- advising of such
If you were not the driver of the vehicle, either: i.
The driver will need to submit a new appeal; or,
ii.
The driver will need to provide signed authority for you to act on their behalf (please see reverse of this notice)
Please provide this information without undue delay and within 14 days of the date of this letter. If you are unable or unwilling to disclose the information requested, the charge will continue to progress through the normal routes of recovery. This may include the acquisition of DVLA data.
Alternatively, you may settle the charge at £60.00 within the next 14 days.
How do I proceed? Any help appreciated

Nobody pays these scammers. As these were windscreen Notice to Driver (NtD), wait for the NtK to arrive in the post. What precisely does your lease say about parking? What it doesn't say about parking is equally important.1

Are you the registered keeper? It is the registered keeper that will have received the PCs and it is they who must respond, even if only to pass liability to the driver.1

You appealed as the keeper yet you were not. Either the keeper transfers liability to you as the driver or simply waits for an NtK to arrive and then appeals as the keeper. It will depend on the wording and when the NtK is issued whether there can be any keeper liability.
For now, just wait for the NtK to arrive and then show us and we will advise once we can check dates and content for PoFA compliance.

It is a £100 invoice with a £40 bribe discount if you pay within 14 days and they will then call it quits. Perhaps I should send you a speculative invoice for £100 and tell you that if you pay me £60 within 14 days, I'll call it quits. How would you feel about that?
Do you believe that a third party with no interest in your lease should simply be able to send you £100 invoices but will let you off if you pay them £60 each time? You are in a scam and you should be fighting this or else you will be marked as a mug if you keep on letting them get away with this.
Wait for the NtKs and then we can deal with it.2 -
