UKPC ticket for parking incorrectly

My dad received a UKPC fine in the post for "not parked correctly" whilst visiting a well-known retailer (not sure if I'm best to not say who)
He's a blue badge holder and was in the only disabled bay available which had limited access from the passenger side of the car so he went more to the other side of the bay and as a result his driver side wheels were on the line \ into the hatched area between bays.
It seems a really unfair ticket to prey on disabled drivers with a valid blue badge so fired off the initial MSE appeal template letter as he's quite anxious about the NTK notice. Reading back the initial response we may have given away the identity of the driver by the wording of the appeal so I accept that's one less protection than the ideal scenario.
There has been no response to the (posted) appeal and now a "FINAL REMINDER" has arrived making my parents even more anxious. We've tried to contact the retailer but the manager, whilst sympathetic to the cause said they don't know who the landowner is.
Should I now go to POPLA or hold off and do something else in the meantime?

In terms of the "scary red text letter" they state 14 days which I see on your newbies thread is a fairly thinly veiled threat. However just so I can try and explain it to my concerned parents are UKPC jumping the gun by sending this before they've even responded to our initial appeal?0 -

Yes I had a look for some relating to UKPC and disabled badges though these are probably the closest in terms of the reason for ticket. Very similar in fact with obstacles on one side of the bay being the reason for wheels on the line of the other side...

The entrance sign at B&Q Newbury Park shows...

There have been good reports in the past about the help they give.

This is what Google Streetview is for, on this forum. We weren't telling you to go back there! You can probably Google for that phone number?
Why not email UKPC 'as Dad' - his name not yours - and tell them that his address has changed to (YOUR ADDRESS):

Also when he complains to JLL do it from an email account (in his name) that you check, and give YOUR email address.
Attach a copy of the Blue Badge and point out to JLL that these bays are wider as a 'reasonable adjustment' under the Equality Act 2010. Wider for the accessibility of the user of the bay. He needed to use the provision of the wider markings. That's not a breach!
By changing his address to yours, you will get the letters & replies and can handle the complaint. Not him.

JLL don't seem to like telephone contact there's nothing on their website and having found a contact number for their head office the best the operator could find is a complaints email address so will use that.
A friend was nearby yesterday so got me some photos from the site- the signage has changed and no longer has the JLL placard on the entrance, no other landowner mentioned anywhere now (checked all signs externally and inside the shop too)
- more significantly we spotted that the bay the offence was relating to only has the hatched markings on one side i.e. not enough space is provisioned on the passenger side to open the door fully due to the metal framework in the way, hence the need to park more on the right-hand side. All other bays have the appropriate spacing on both sides
