Disappointing Service from POP Telecom

Having been a happy and contented customer of Shell Energy for 3 years, taking advantage of their Social Tariff, I decided to change provider tather than being locked into a 2 year contract with TalkTalk.
POP Telecom was the top MSE pick. Signup for 18mths was straightforward. Ordered and paid £10 3 weeks ago for router delivery. Go live date is today but no router!. Wishy washy "its on its way and should arrive today" from customer but no tracking info provided.
At least they use Royal Mail rather than Evri so there's still some hope for delivery today.
