Have you tried to appeal on-line in the normal manner, today. ?
Whilst you could post an appeal, it wouldn't get there before the deadline so they may reject it as out of time
Hence my suggestion to both complain and to appeal using the complaints email, today, a copy of which should be kept, plus that reply, in case you have to complain about it to the BPA AOS compliance team online in the near future1 -

The reason for not being able to appeal is that the parking charge notice was cancelled due to a technical issue. No further action is required by you and the parking charge is now closed.
-Yet this company had the link open to pay the fine! surely this is sly tactics to get unassuming people to pay the parking charge. I'm fuming.2 -
