If you want a “belt and braces” approach, also explain to the POPLA assessor that the operator failed to comply with PoFA section 13 &14 and cannot hold the Hirer liable and, as the Hirer, you decline to identify the driver. The operator has not shown that the person they are pursuing is the driver.

The no evidence of leaving the site is always a winner but with POPLA, you may just get the janitor doing the assessments that day. Belt and braces.

Hi all - Well I appealed this based on no evidence of leaving the site, they have written back saying after review of the evidence and my appeal that they believe the parking charge to be correctly issued! I have a POPLA code now, so next step is to do a POPLA appeal. I guess they bank on people paying up, I am going to POPLA. Just a waste of time all round though.
