Council Heating Charge

This is my first post on this forum, and I urgently need help with a problem that has been very troubling to me, for the last 18 months.  I live with my disabled wife in a Social Sheltered Housing block of 8 flats a small marginal 1 bed flat with all electric supply only, my annual electric bill was £2500 approx for April 23/24 timeline and on target at least for the same cost for 24/25 period this is due to a £1700 network annual heating charge and a £800 variable tariff smart meter supply from my own chosen electricity supply company. Ofgem own figures for my complete electric usage in this sort of accommodation is between £1150-£1450, and I accept mine would be towards the upper end of this figure, but you can see I have at least a £1000 surcharge added, how do I address this problem and stop this draw on my fixed limited financial resources.
