Have you spoken to the council yet? There's no amount of speculation on here that's going to negate the need to do that....1

I have phoned the council up. It looks like it was some outstanding debt from last year.
There is no indication of that on the electronic CT bill they sent to my email address on the 9th of March.
Apparently they have sent a series of letters from the beginning of the year. I don't know if the court sends anything or it's just them.
I think it's deliberate or some system issue they have. Apparently the mail is sent from a hub so it all happens automatically but on their system it says it was sent out.
It is surprising that in the digital age they send you some information over regular mail, send you emails, ask you to register an account with them and keep checking it on regular basis like I have nothing better to do.
Surprisingly the most important communication is not delivered electronically like the annual bills and payment receipts but sent over regular mail which is not recorded signed for but regular mail but still counts as delivered (which is ridiculous if you think about it).
If this was done electronically this trick would not work as there would be a confirmation at the receiving mail server.
It's either an error but they won't take credit for it anyway or a deliberate action to miscommunicate then overcharge for late payments times thousands of people and someone is making decent money and some relatives at the enforcement agency take the cut.
Bristow & Sutor's system delivered the letter with no issues but only after I am legally cooked and ready to be eaten by those hyenas.
I swear I haven't been away and checked my mail on regular basis.
I double check but those letters if they exist usually go on my special "little pile" so I don't forget to take action.

Many organisations choose not to send important or confidential data via email because of security concerns, but aside from your gripe about apparent lack of notification, do you disagree with their assertion that you missed a payment (or underpaid or whatever) last year, based on your own records of bills and payments?1

The annual bill has to be sent in paper form. If there was still a sum outstanding it should have shown on the bill.
Because I pay by 12 instalments on 20th/month and the bills go out at the start of March, mine always show one instalment owing.0 -

How unrecorded (not signed for) counts as more secure than electronic mail?I don't agree with their assertion because the bills I get from them over email carry no indication of a debt.Or maybe there are two councils? One contacting me over emails and the other over regular mail?
As I have stated I have no intention to open an account with them to check "my balances".
No one is paying me for doing their job. I have enough of portals already.
They have to make their minds either post, emails or online portals not all at once or pick and choose.
It's a mess that's what it is.
I am going to check what I paid and what I have missed (or if it went to wrong account or something) but this is separate from the fact that the important communication didn't happen and I am not at fault.

Let's say I missed one of their letters this year or it was lost in the post but I doubt it was only one or two letters before the Liability was ordered.

They didn't but Bristow & Sutor.
As you can imagine I am looking for other options if there are none then just tell me: "I am afraid there are no other options and you have to pay the extortion money as bailiffs are already on your tail." or "the councils always get away with this type of issues so pay it"
