MET Parking / Stansted southgate park

I received a "parking charge FINAL reminder" letter today (25/7) although reminder date on the letter is 18/7) However, this is the first time I am hearing about this. The letter is attached and states that a POPLA appeal is no longer available as its been more than 28 days, but this is literally the first time I have had any correspodance with MET. I know this charge would have been overturned if I managed to get to POPLA stage.

Any advice as to what steps I should follow. Should I still appeal to them (no doubt will be rejected) 

I wasn't the driver (but am keeper of the car) and upon speak with said driver, they stopped in to pick up some food from MDs. Was stopped maybe 10/15 mins, but obvoiusly must have parked in the starbucks side (starbucks was closed) Theres no video or CCTV footage on the site, just a few pics of the number plate.

    Send MET a complaint that no Notice to Keeper was ever received. Ask for proof. Add that you were not the driver, so are well aware you are not liable in the absence of a POFA-compliant NTK.

    NB: a complaint is NOT the same thing as an appeal.

    Thank you for correspondence. Unfortunately, there is no reference number on this email starting with our parking charge notice number AB,  please can you confirm the parking charge number starting with AB and the vehicle registration number so we can investigate this for you and the drivers full name and serviceable address."


    Very sneaky of them on the last part, I have simply replied with a photo of the final charge notice they sent me and no other info.........

    I sent a complaint and have received a reply from MET.

    Thank you for your correspondence regarding the above parking charge notice. We note you state you did not receive the original charge notice (copy enclosed along with a certificate of postage) and, as a gesture of goodwill, have re-set the discount period so that you may pay the charge at the discounted rate of £60, subject to payment being received within 14 days of the date of this letter. If the charge remains outstanding at the end of the 14-day period, the full charge of £100 will be payable. Payment may be made online at www.paymetparking.com or by phone on 020 3781 7471. We have also extended the period during which you can appeal the charge by an additional 14 days from the
    date of this letter. Your appeal can be uploaded at www.appealmetparking.com.



    They also supplied me with the NTK which they also sent with a proof of posting (but i can only assume got lost in the mail somewhere as it never arrived at my address)





    Does 17 mins count as parking, lights arent even switched off. Looking at previous threads on this, it seems MET were fining people for parking and then walking over to another establishment, but there is no evidence of anyone leaving the car (and in fact I have been told that the driver didnt actually leave the car)

    Anyway, I guess my best course of action will be to use a standard complaints template and start the appeal, which will no doubt get rejected and then have to apply to POPLA. etc

    Show us the certificate of posting.

    I am intrigued to see this because they use a bulk mail consolidator. They don't pop down the local Post Office!

    Also: You need to show us the rest of the wording on page 1 and the back page too.

    Check the metadata in properties of the Unity 5 alleged proof of posting. I have one very similar but the date the file was created was months later than the alleged date of posting. This implied that it was created when I requested a copy of it and not before.

    But that is entirely possible. They will not provide a proof of posting for every PCN. There is probably a function to request the posting info at any time later. All it means is that the "proof of posting" in not contemporaneous.
