Personally, I'd ask Barclays themselves, rather than a bunch of strangers on The Internet.
Sometimes a bunch of strangers on the Internet are better informed than call centre staff.
So, is the OP's document acceptable or not?
I used a driving licence, but another random stranger might have tried opening one with a national insurance letter :)
In other words, you don't know...

If the OP had a driving licence we wouldn't be having this discussion.

I will just try my luck and see what branch staff say when attending the appointment, but thanks for all your help

Amazingly I'm not the only random stranger on the internet, I know hard to believe.

I have an appointment in branch to open a Barclays Bank Account. Since I don’t have a passport or drivers license, they can accept a HMRC letter from the last 12 months, but I have only got a national insurance letter - on it, it says not to be used to prove your identity.

Should this be fine to bring along regardless.
When I was in a similar position (admittedly a few years ago now) I contacted HMRC and asked them to send me a current tax coding letter, which they were happy to do for me when I explained I needed it for ID purposes.

Hopefully some others will see and respond to this thread in time to have a guess and maybe save the OP a potentially wasted trip to the bank.

OP doesn't have a driving licence or passport the only two items mentioned in Barclays without giving them a phone call

I was replying to a post that this random stranger used a driving licence. Another one might have used a HMRC letter, sometimes it's tricky keeping track, when posts are directed to someone else.
