if the OP buys a flat and rents it to son, the op may not receive housing benefit as a rent payment as the OP is linked too closely through being their son.if the son puts in a universal credit claim
    and parents being his landlord

the other thing is , if he does get a council place, then that's where he may be stuck with for years and years as he is then suitably housed and his points etc will be way back down.

his only chance of a  social home move in the future will be doing social housing mutual swaps which is a nightmare.

here is how I would do it.
sell up UK home, then get a 6 months private rent in UK, you pay 6 months rent upfront., plus deposit ,son lives in the private rent flat.you then move abroad,,  you rent private abroad whilst you then start looking at flats to buy abroad
once you buy a property abroad.
you make sure you still have enough cash left over to buy a  small one bed flat in UK for son.

he then lives in it, you become his legal landlord,he pays you rent from his wages if he works.

or sell up in UK, get short term private rental for you and son in UK , pay rent  upfront.
then buy a small affordable flat in  half decent area in UK for son, you and  him then leaves private  rental.
you become his landlord in his UK flat.

you move abroad, rent abroad for a while, then buy small flat  abroad with the cash you have left.

if he's in the dole, he claims Universal credit and tries to claim rent help with you as his landlord.

then you can forget about council, housing association hoops and rules for your son  and the fear of him living in a hostel or b and b in a rough area

Why does the council need to come into this? If he is able to hold down a job, with whatever medical related benefits he gets, can he not privately rent? Or you rent him a place? Or you buy him a  place?

Contrived 'eviction' letters are what the council will and should defend against.

As the parents want to sell the house and move abroad wouldn’t that be a genuine eviction, not contrived?

if he is unemployed by the time parents move abroad , then most private landlords won't take him on
that's why the council are being mentioned, to house an unemployed person, cos it's much easier renting council if unemployed as the DWP say their rents are fairer and affordable.
and council rules don't prevent you renting from them if you are on benefits.

the only time they come down hard is if you sold your home and tried to rent council yourself, then that's a no no from them.

unless you failed to pay mortgage and bank evicted you, then you can register on waiting list and bid on home choice website
but it's getting the council or housing association place in the first instance that's the massive problem

There are a few outfits that appear to specialise in housing the unemployed - Usually in a HMO (and likely in a lest desirable area). A couple of examples below in the Birmingham area.

The council would say wait to be evicted. They may even say to stay put until bailiffs turn up at the door. They could then offer temporary accommodation in a bedsit. The council won't make it easy.

I wonder if the OP have ever rented council.

things today are not the same as it was in the 70s and 80s.

social housing is rare. I think the OP thinks it's like shopping, you know sell up , get son social home , move abroad.

it only becomes easy when you have money and can rent private or buy , then it's like shopping.

getting social home is not like shopping.for things you want
