I think it's more likely that you have misread or misunderstood either the prices or the price cap, rather than EdF just ignoring the entire thing.0

The rates you were on before, up until 30/06 would have been higher if you were on the SVT, if you were on a fix then it could be anyone's guess, but the price changes published in the news only relate to the SVT, not to fixes.0 -

EdF current rate card - matches your tariff. First two columns are SC & UR for electricity, final two are SC & UR for gas.

We've long said on here that the headline averaged statistic is useful only for a general understanding of the trends in the market overall, but every time it has lead to confusion like yours when people's specific circumstances don't happen to match the "average of typical users" used in the headlines.
Just having a look at your area - the electricity unit price dropped by 9% and gas unit price by 9.3%, so I'm not sure where your "smoke and mirrors" complaint comes from?1 -
