I dont know if memory can be upgraded which is best to research before purchase.
Some wont want a refurb which is understandable but they may not want to pay 400-500-600 either
I believe you can do better but it means taking your time and watching out for a deal .
Hence upgrading the old laptop in the meantime is a option
Edit - Happy to pay £500 for a new one, for peace of mind with warranty and straight out of the box peace of mind. Value for money/getting a bargain more of a factor than price.0 -
I also am not 100% sure what the problem the op has
is it that the laptop used to be fast enough but over time it has slowed down and now it is slow in which case a reinstall would seem in order
or is it that it was never fast enough in which case obviously a new laptop with a better spec would be needed1 -

Its the only laptop I have so I have nothing to compare it to regarding speed, but it seems very slow on opening, browsing and especially when I am switching between various tabs and Excel.0 -

I like HP Elitebooks as they are build for business use and all the software to keep them updated is available from HP's website and there's plenty for sale on t'Bay refurbished with warranty.
I just bought this one for £205 (which was a bargain) for one of the volunteers at our club and it's great for MS Office, runs Windows 10 Pro (which they wanted) but can go to Windows 11 when 10 is out of support -HP EliteBook 840 Generation 8Intel core I5-1145G7 11th Gen16 GB Ram256Gb SSD2 -

You mentioned that you don't use the laptop much. If you don't need one for travelling then have you considered getting a desktop PC instead. Usually better value and more useable. With a bigger screen it's more comfortable to do things and to watch movies etc. An "all-in-one" desktop PC doesn't take up much space. You also have "mini PCs" (like from Beelink) which you can add your own monitor (or TV), keyboard and mouse to.1
