DCB legal parking claim


1 is for leaving the retail park and the other for overstaying the free 2 hour time limit.
I followed the newbies thread and sent back a letter stating I will defend these claims and received back the standard letter with images of entering/leaving car park along with notice to keeper letters. Letter pasted below.

We write to you in relation to the above matter.
When parking on private land, the contractual terms of the site are set out on the signs. You are entering a contract and agreeing to the terms by parking and staying on the site. Parking in breach of the terms as stipulated on the signage means that you are then breaking the terms of the contract. This breach of contract is grounds for the PCN sum.
The terms and conditions on the signs stated that a Parking Charge Notice (PCN) would be issued if the driver leaves the site while the vehicle remains. The warden observed as such on the day of the contravention, and so affixed the PCN to your vehicle, as is demonstrated in the photographic evidence enclosed.
Our Client applied to the DVLA for the details of the Registered Keeper of the Vehicle. Your name and address of ***************** were provided. Our Client therefore issued correspondence to you at that address. It is your responsibility, as the Registered Keeper, to ensure the DVLA is kept up to date with your current address at all times.
Having not received payment, address verification was carried out prior to issuing our Letter of Claim.
The Notice to Keeper was issued to you on 10/09/2020. A copy is attached. You were afforded the opportunity to; appeal the PCN, transfer liability to the driver (if it was not you) or make payment. Neither a successful appeal, nor an adequate nomination were received, yet payment remains outstanding.
The Reminder Notice was issued to you on 09/10/2020. A copy is also attached. This notice reiterated that payment was outstanding and confirmed that legal action may be taken, and additional costs incurred if the PCN was not paid.
The HMRC ‘VAT Supply and Consideration manual’ (VATSC06140), which was last updated on 02 September 2020, confirmed that parking charge notices falls out of the scope of VAT.
We acknowledge your request to have this file put on hold for 30 days in order for you to seek your own independent advice regarding this PCN. This file will now be put on hold for the 30 days requested. After this, payment will be expected.
Failure to make payment will result in a Claim being issued against you without any further reference.
Our Client may be prepared to settle this case. I can confirm our Client would be agreeable to £40.00 in full and final settlement of this Claim. The current outstanding balance is £170.00

If they have put it on hold for 30 days, that could be why you have received no further correspondence. You should/might receive a formal letter before/of claim followed by a N1 claim form from CNBC. Your choice as to whether you pay the £40 or fight it/them to the end. If they are making offers for PCNs from 2020 maybe they don't feel so confident!3

Is this unclear in the NEWBIES thread, I wonder? Why aren't posters doing the next step when they get that standard reply? Why is nobody appearing to search the forum when they receive standard guff about VAT and realise from other exact same threads, what to do now and how to report the VAT concern to HMRC?

it says they have 28 days to reply or the claim will be stayed.
