Parking Charge Notice: Reason for issue - "No valid parking payment found" ?!

Hi Everyone,

Really keen on getting your opinions. I've been parking for at this car park run by Asteria Parking c/0 PCN Parking Solutions for years. There's a post office there which I quickly visit and as long as you park for no more than 10 minutes its free of charge. However, for some reason and maybe they are just being chancers today I've received a PCN for £100 in the post! It also clearly states I spent 6 minutes there. Under the reason it states, "No valid parking payment found". Are you sending me a fine because had I been there for longer than 10 minutes you don't have valid payment details to charge or fine me? I've downloaded a letter template from the MSE website and I've found them the International Parking Committe but not the British Parking Association.

Unless I have misunderstood the reason how is this allowed? I am planning to visit the car park probably by foot to take pictures of any signage other than what's on the gate to see if it states you must have payment details stored. I can't see beyond the gates and in the car park. Streetview here also shows a very badly displayed sign on the gate.  It all makes no sense to me. If anybody has any advice please help. I've been going there almost every week this month and now I'm wondering if they will back date fines and issue more for the subsequent parking. Thank you.

    There are no fines, just invoices 

    You should download and study the IPC CoP from the IPC website, especially reading about consideration periods

    As its an unregulated industry, for the time being, they do almost whatever they like

    Don't bother with any mse website advice, study the newbies sticky thread in announcements by coupon mad, nothing else 

    Yes they may issue more charges, so stop using it

    Thanks for your response. Gosh I didn't realise what a massive can of worms I've ended up in. When I go to the IPC website it directs me to https://247advice.co.uk/ and says I can make a claim. However, if I look at Coupon-mad's thread, they say the first letter to write would be as below. I can't see how writing anything in that manner is going to do anything but antagonise the Asteria Parking. Much of it doesn't even apply to me. From what I understand they are simply fining me because they don't have my payment details in case I ever needed to pay for parking?! I didn't overstay, there was no PDT machine. I haven't yet got photos of the sign. Feeling very confused. Would really appreciate any help. Thanks.

    I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

    There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

    If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

    If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

    They are not "fining" stop thinking like this.
    CM's appeal is written that way for a reason.
    The PPC won't cancel it ion first appeal there's no profit in it.
    Stop worrying about antagonizing scammers treat them like the Muppets they are.

    It is not a fine ! They are invoicing you for what they claim is a breach of contract. It is not and could not be for simply not having your payment details on file. The ostensible reason will .... or should .... be on the PCN. What does that say??

    That GS picture only shows one sign, which is a simple "do not". Are there others? How do you know that parking up to 10 minutes is permitted?

    We need to see pictures of the signs, especially as it seems a new company on the IPC AOS members list, I have never heard of them before 

    I also suggest that because they seem new, you should also post a redacted picture of each side of the PCN that arrived in the post , no personal information, no VRM details, no reference numbers

    I suspect that the driver had no permission to park, not even for 5 or 10 minutes

    Thanks will have a read. I'll post photos of the letter I received too because unless I'm no longer allowed to park there for 10 minutes for free anymore I don't understand why I received it. I've been doing this for years.

    I'll get proper photos of the signs when I walk up there tomorrow morning. I've updated the post with photos of the letter I received.  I don't get how I've been doing this for years and then things change all of a sudden. I must have checked the signs at some point. Not saying things can't change but seems sneaky.  Plus the No valid parking payment found doesn't make sense. Thanks.

    These things change all the time, nothing to see there, but always check the signage wherever you park, roads, council car parks, hospitals, supermarkets, airports, train stations, private car parks, never assume that it was the same as last time , anyone who parks somewhere without reading the signs is asking for trouble 

    Until we see the signs, nobody can answer regarding the issue of the PCN, thats why I asked you to post pictures of them , the driver agreed to the terms and conditions when they parked there 

    It may make sense once the signs are read closely

    Salisbury Road is not in the area covered by the postcode TW4 7NW.

    The picture you have shown us of where you parked is not in Salisbury Road either, but being in Chinchilla Drive, it is covered by the TW4 7NW postcode.

    I couldn't find number 69 Salisbury Road, but the Beavers Farm Post Office isn't in Salisbury Road anyway.

    Is this sign still at the car park entrance?
    It seems rather threatening...

    Chinchilla Drive and Salisbury Road are right next to each other. Even the Royal Mail and Post Office website has that exact address for the post office. That sign isn't there anymore. There's lots of other signs and I've just noticed a "consideration period" not sure when that changed from 10 minutes to 5 minutes. I've posted photos of the signs.
