No actions are taken by VCS at the time of any alleged event. Nobody tells the driver to move their vehicle, nor investigates to see if a motorist needs help, therefore, issuing a notice to keeper weeks or months later, or issuing a court claim up to six years later cannot possibly stop the unauthorised actions to which you refer, and therefore can in no way make the airport roads safer.
The IPC is not a regulatory body. It is an unregulated trade association that supports unregulated private parking companies referred to as rogues, scammers, and bloodsuckers by UK MPs across all parties during open parliamentary debate.
VCS are not audited by the DVLA, and the IPC do not audit its members, nor audit parking sites.

All the airports in the USA and Canada, even the biggest, busiest airports in those countries, do not have or require any form of unregulated private parking company made up of ex-clamper morons to keep the "roadways safe" or to "keep their customers safe". So, why does a piddling little regional airport the size of Bristol require a scamming firm of cowboys to supposedly keep it "safe"?
Fruity, you forgot to mention that no one has ever seen any evidence of a valid contract flowing from OTPP for VCS to actually issue PCNs in their own name.4 -

Had a bit of good news. The airport has now accepted the road sign is incorrect and promised to replace it. I still believe the tariff signs should be moved to somewhere they can be read but I've made my point and it is now time to move on. It seems improbable that VCS will be in touch again so I'd like to just say thank you to you all for your support.
