Invoice for stopping on Red Line (Airport)

I wonder if anyone has experience of being invoiced by a private company for stopping on a red line at Bristol airport?
The motorcycle bay is located in the multi-storey car park and the airport reserves the right to remove any bikes permitted outside this location. Confusingly there is a No Motorcycle symbol on the entrance sign to this car park so the rider did a U turn and went to the neighbouring short stay car park where they were photographed reading the terms and conditions.
Is it reasonable to stop to read the terms and conditions before entering a car park? The highway code says that "The double and single red lines used on Red Routes indicate that stopping to park, load/unload or to board and alight from a vehicle (except for a licensed taxi or if you hold a Blue Badge) is prohibited."

Which airport? Which PPC? Whatever you do, under no circumstances identify who the driver is. No ill thought out comments like "I am being invoiced for stopping for 18 seconds...". Instead you should use "The driver has been invoiced for stopping for 18 seconds...". Savvy?
The PPC have no idea who the driver is. The PPC cannot rely on or use PoFA to transfer liability from the unknown driver to the known keeper because any airport is land under statutory control where PoFA doesn't apply. The known keeper is under no legal obligation to identify the unknown driver. How do you think the PPC can collect their scam money if they don't know who the driver is?4 -

PPCs can make up things as they go, for instance they could say that :Only Red vehicles are permitted to travel along routes with red lines, other vehicles must pay a charge of £2.50Airport sites will more than likely have by-laws in place nullifying the protection of freedoms act, so as long as the driver ( rider?) isnt known then they have a much higher hurdle to passThigs that will help:Airport name/locationParking company?Location of sign/car park ( google maps link)From the Plain Language Commission:

Thanks all. It looks like the sign was next to the public highway on an area covered by an airport bye-law. I've now found lots of threads about this particular company and that stopping to read signage is acceptable. The process strikes me as rather challenging (when it gets to the letter of claim stage) but I'll just take it one step at a time.1
