The thing is though, the fact that there is “history” between you and this neighbour is very relevant to the thread and the suggestions made.
What difference does it make in this case specifically?

It's relevant because you've previously had a dispute with the neighbour about what can and cannot be left in that alley. You wanted the neighbour to move their bins out so you could put a bike there. And you didn't really clarify whether you owned the passageway and neighbour just had a right of way over it or the neighbour own it and you have right of way over it.
In this context - where you've had a dispute in the past - the neighbour could just be trying to annoy you by leaving litter there.

That looks like the stuff has been blown out of the bin as they have too much in it and it is not fully closed.  I have a property in a street where the street is full of litter from the over filled bins.  I pick the litter up outside my house and on the front path when I visit and it is annoying.

Unfortunately there is not much you can do about it except chuck the stuff back or put it in the bin.  You could install CCTV and see if they are doing it intentionally.  They may also hesitate to do so if they can see a camera directed at the alley way.

I saw them throwing junk in the alley I'd say between 5 and 10 times in total. Vast majority at least comes from them.

Couple weeks ago I took a picture and printed it with a polite reminder about keeping our shared alley clean. They clean much of the alley. But a few days ago these a*****les resumed using the alley as their personal trash bin.

I have no money for a CCTV, except maybe some second hand device to be mounted on a tripad on the indoor window edge pointed towards the alley outside. But even if I have video evidence what will I do this it? Months ago I complained to the local city council about a dog barking and apart from sending a few letters to the offender it didn't do anything. Thing is a*****les do not respond to morality or reason, only to force.
