Council tenants and leaseholders

I live in a council-owned block of flats where the majority are leaseholders. The council tenants occupy about a third of the flats. Many of the leaseheld flats are rented out to private tenants on a 6 month minimum lease.
The block is currently subject to “a review” Not sure what that means but I wonder if anyone here knows if a scenario could arise where the council tenants could be decanted and the leaseholders remain? The council itself has sold many of the flats on the open market.
Thanks.

Impossible to guess what is going on,  but in theory yes that is possible in a number of scenarios. But there are just as many where it wouldn't happen.

Contact your Councillor and ask for the terms of reference for the review  - it is a public document and anyone had the right to ask for it.

the word review could mean anything, you are the only one in a position to find out what by asking the relevant people rather than "the internet"

    Who is undertaking the review?
That might give a guide as to what the review is reviewing.
