High water bills.

Hi, I live in a band A rateable house (lowest band) and pay nearly double water rates than any other house on the same road of the same rateable value, they pay £33 and I pay £63. United utilities say this is because a new lamppost has been erected outside my house? It is actually outside next doors. I have asked for a water meter they said they could fit one and did not need access to the property. Came home the day they should have fitted it, they left a note saying"could not gain access??
Re-booked for another day took a day off work, they never turned up. Think it will be the Ombudsman next.
